Although that Divinity hadn't been properly analyzed yet and Tofesh hadn't decided a name either, it was related to crafting weapons with a spirit directly. That was something that no one had done before.
The combination of Tofesh capability to create weapon spirits and the difference in souls was a bad combination with a war about to happen. Just a rumor about Tofesh ability to create spirit weapons was enough to put the rebels pursuing him, so Yale couldn't imagine the stir if everything was revealed.
Tofesh and Clair were hidden in a dimension created by Yale, so the rebels never managed to find him, but without Yale's main body there, there was no way Yale could make the dimension impossible to detect. It was just extremely difficult to detect.
Thus, if the main force of the rebels were to mobilize, it was perfectly possible that Tofesh was discovered, but for that rumor, the main force of the rebels didn't move. Weapon spirits were usually awakened only by those who cared about their weapon, so they weren't huge in number, and they were deeply valued by their owners, but in a situation where they could be directly crafted was too different.
Tofesh could craft weapon spirits at the Great God level directly. Each was a great effort, but it was definitely possible for him.
