If his first shot had missed even by a little and he failed to push the Heavy Armor Warrior protecting the NPC away, if his second shot flew over, it would only end up as a Shield-Breaking Energy Bullet, and the operation would have failed.

For situations like that, having a magazine setting like that would solve the problem.
