When the League of Villains gets captured by pros, they whole world finds out just how young the members are. Most, not all, of the pros and authorities don't want to put the teenagers in prison, so they offer an alternative. Go to prison for the rest of their lives, or become UA students.
It's a no brainer really.
Izuku Midoriya is thrown right back into the life he had run away from a year and a half earlier. Only this time, he was two boys that seem adamant about keeping him out of jail and back on track for becoming a pro hero.
