Strange jewels fall from the sky and bestow strange and amazing powers on those they hit.

Rob Scarlatto is the invincible head of an organization set on collecting the jewels from their new hosts while under the guise of being a Fighting Force dedicated to protecting the innocent from their unknown, dangerous powers. And when he discovers someone with a Jewel capable of breaking through his defenses and potentially bringing harm to him, he focuses his organization's efforts to erase that Jewel and that person from existence.
